Devon is bracing itself for a council shake-up, made up of four new authorities responsible for everything from leisure centres and planning to recycling.
The plan, set to kick-in in 2028, is expected to cost about £70m, with those behind it saying it will save £400m over 10 years.
Critics, however, say that is unlikely – and residents will have to wait and see what the impact on their council tax bills will be.
