The Everton graduate has had a mixed campaign with the Magpies this term, but he continues to be highly rated by the Gunners.
Newcastle valued him at around £100 million last summer, but the former Toffees ace could be signed for a lesser fee later this year.
Liverpool have also been credited with an interest in his services.
