Reform UK has said it would ban face coverings in public places, including burkas and balaclavas, if it won power at the next election.

Writing in the Telegraph,, external party leader Nigel Farage said facial coverings were “not the British way” and undermined the trust needed for a “free and open society”.

His comments come after protests over the weekend, described as spontaneous by police, when masked men chanting “stop the boats” blocked roads in Dover.

On Monday, Home Office minister Sarah Jones said police had powers over coverings at protests but added: “When people are going about their daily business, it is absolutely fine to wear them for religious reasons, and that will continue.”

In his article, Farage said he was “all for the protest” in Dover but added: “This is not the way to go about it.”

Arguing for a wider ban, he wrote: “Around city centres, balaclava-clad youths tear around neighbourhoods on e-bikes and scooters, terrorising residents, making them feel unsafe in their own communities.

“We’ve some­how accep­ted that see­ing masked people in the streets is just part of mod­ern Bri­tain. It shouldn’t be.

“Which is why Reform UK is calling for a ban on all full-face coverings in public spaces. No ifs, no buts. And yes, that includes religious ones too.

“This is not a matter of targeting one group. It’s about saying that in a civilised society, people should be identifiable in pub­lic”.

Labour’s Crime and Policing Act, which took effect in April, gave police powers to create mask-free zones at protests, backed by fines of up to £1,000 or one month’s imprisonment, or both.

The power only only applies to people who are trying to conceal their identity, rather than those covering their face for reasons of religion, health or work, and officers must take reasonable steps to notify the public of the restriction.

Kent Police said on Saturday that officers made no arrests at the Dover demonstration and described it as a “spontaneous protest”. The force has said “specific statutory requirements” needed to be met for a ban.

In a policy document, Reform said current policing powers on coverings were insufficient and that if elected it would pass legislation to authorise uniformed officers to remove items used to conceal someone’s identity.

Failing to remove a face covering when asked by a police officer would be an offence, according to the document, unless the covering was worn for a work-related purpose.

Local councils England and Wales have the power to tackle anti-social behaviour through public spaces protection orders (PSPO) and on Monday, Nottingham Council said it was using an order to implement a face covering ban in the city centre

The Nottingham ban is aimed at people whom police believe are concealing their identity to commit a crime or anti-social behaviour.

It will not apply to face coverings worn for religious, cultural, health, work, weather or personal safety reasons.

Reform figures have previously expressed support for prohibiting face coverings in public, but it had not previously been adopted as the party’s official position.

In February, the party’s home affairs spokesperson Zia Yusuf said he “personally” supported a ban on “all face coverings in public”.

Farage called for a ban on the burka and other face veils as far back as 2010, when he was a member of the European Parliament.

In 2025, he said the debate should be broader than just religious face coverings, and that a wider ban should be considered.

He said events he had attended had been targeted by masked protesters, and that he didn’t believe “face coverings in public places make sense”.

The burka is a veil worn by some Muslim women that covers the face and body, often leaving a mesh screen to see through.

It is more concealing than the niqab, a face veil that leaves the area around the eyes clear, and hijab, a term that describes headscarves that in the West most commonly cover the head and neck but leave the face clear.

Several countries have introduced restrictions on where face coverings can be worn, including France, Denmark, Germany, Norway, Chad and Algeria.
